Defra have commissioned ICF and LUC to gather opinions and experiences from a range of developers and consultants, to support them in designing the Nature Restoration Fund (NRF) and Environmental Delivery Plans (EDPs) specifically in relation to Great Crested Newts.  These instruments will be hugely influential in shaping future sustainable development and environmental mitigation for the future.

We want you to tell us what the costs, challenges and benefits are of the current system and how to maximise the benefits under the new approach.

This online survey should take no more than 20 minutes and is open until 29th May 2026. The survey is anonymous, so we will not be collecting or using your personal data. The survey is voluntary, so it is entirely up to you whether you decide to participate and whether you choose to complete the survey. You can also choose not to answer particular questions during the survey if you would prefer not to.   Further details on the project and on how your survey answers will be stored can be found here.

The Project

The main objectives of the project are to:

  1. explore developer needs and behaviours, understanding what will motivate or deter you from using EDPs;
  2. gather robust evidence on the costs and delays associated with current environmental offsetting and mitigation processes, including legal and consultancy fees; and
  3. ensure that EDPs are designed to support all categories of developers, recognising variations in size, location, and specialisation.

A final report, summarising survey responses will be shared with Defra and partners in June 2026.

The Context

The NRF and EDPs became law in December with the passing of the Planning and Infrastructure Act (2025); more information on their imminent implementation can be found here: Implementing the Nature Restoration Fund - GOV.UK. Natural England are developing Great Crested Newt EDPs across England (the proposed locations of which can be seen here).
